It is possible to install the elevator mass balance once the fin is closed but it is easier if this is done before. I set up the stab on suitable stands such that the elevator was free to hinge. I then attached the mass balance arm etc and added sufficient mass for balance. Two pieces of 3mm steel of length 80mm and width 50mm almost did the trick. I then added a few washers to get it "spot on". Note the size of the cutout required in the front fin spar to achieve full elevator travel and to allow removal of the mass balance arm through the spar.
